Vice Chairman DeGraffenreid

Jim moved to Douglas County, Nevada from Mammoth Lakes, CA in 2001. He has been married to his wife, Theresa, for 33 years, and they live in Gardnerville, NV. Jim is a firefighter/EMT for Mono County Fire/Rescue in California, and he and his wife Theresa are owners of Summit Insurance Partners, an independent insurance brokerage in Minden, NV.


Jim became very active in Nevada politics in 2007 at both the county and state levels, and works each election on behalf of many GOP candidates statewide by walking precincts, assisting in fundraising and organizing campaign events. 


Jim was a member of the Committee to elect Jim Wheeler for Nevada Assembly in 2012, and had the honor of nominating Mark Amodei as our candidate for Congress in 2011.


Jim asked the Nevada GOP to form a legislative committee in late 2009, and during 2010 he kept Nevada Republicans informed of federal legislation, particularly universal healthcare. Jim tracked the swing votes in Congress and advised Nevada Republicans which members of Congress should receive calls opposing Obamacare.


Prior to the 2011 Nevada Legislative Session, Jim worked with the Carson City GOP Central Committee to form the Nevada Legislative Affairs Committee (NLAC). During the 2011-2015 Nevada Legislative sessions, Jim worked with the NLAC and other conservative groups to testify on key issues and lobby for legislation aligned with the 


Republican Party platform. For the 2017 and 2019 sessions, in addition to testifying and lobbying personally, Jim has made sure that the state party has a staff presence at the legislature daily, working with the Senate and Assembly GOP caucuses to track legislation and turn out Republicans to oppose bad legislation, like National Popular Vote, Same Day Voter Registration and legislation that infringes on our 2nd Amendment rights.


As Delegation Aide for Nevada to the 2012 GOP National Convention in Tampa, FL, Jim was responsible for organizing logistics for the national delegation and coordinating with the RNC and convention organizers. Following the roll call vote, Jim worked on damage control, and also coordinated relations between the delegation factions, ensuring that all delegates had the opportunity to be on the convention floor.


Jim was a delegate to the 2016 GOP National Convention in Cleveland, OH, and served on the Committee on Permanent Organization.

Secretary Barbara Hawn

Barb has been a Republican since 1980, when at 19 she cast her ballot for Ronald Reagan when participating in her first Presidential Election.  In 2015 Barb ran successfully for Secretary of the Nevada Republican Party she was re-elected in 2017.   


She attended the historic 2016 National Republican Convention in Cleveland, OH where Donald J. Trump and Mike Pence became the Republican nominees.


In addition to her political involvement, Barb is currently a Board Member/Marketing Chair of Sierra State Parks Foundation and active in the Reno Rodeo, Nevada Right to Life, American Heart Association Circle of Red and Our Lady of the Snows.


In November 1991, Barb and her husband, Brian moved to Reno, NV.  They celebrated their 31st anniversary in 2019.  Their son, Matthew is a graduate of University of Nevada and is pursuing his PhD in BioChemistry.

Treasurer Michael Bertrand

Michael Bertrand graduated from California University at Northridge in 1980 and immediately from school was employed by a national CPA firm.  In 1986 he moved to Carson City and began his own firm Bertrand & Associates and is currently the managing partner. Michael's wife Siuly was born in Surabaya, Indonesia and they have four children.  His son Collin Bertrand   spent his summer last year going door-to-door working for the Republican Party to obtain registrations and leaves for the U.S. Army in September to be a combat medic. Michael is CPA and is a member of the American Institute of Certified Public Accountants.

I am asking for your vote to continue as your Rural Caucus Chair.  It has been my honor and privilege to represent you and your interests at the state and national levels.  


As a member of the State Executive Board I have tried to always represent the best interests and wishes of the rural counties and have been recognized on the board as a voice of reason and calm.


I have assisted rural counties at precinct meetings, caucuses, and conventions, and have attended Lincoln Day events throughout the state at my own expense.


I have no other agenda but to support the rural interests of Nevada.  


I seek no higher office and have never attempted to use the Rural Caucus as a platform for my own personal interests.
